(Washington, D.C.)—Washington Legal Foundation (WLF) and the Chair of its Legal Policy Advisory Board, Jay B. Stephens, are pleased to announce that Noel J. Francisco, Partner-in-Charge of Jones Day’s Washington, D.C. office, has joined WLF’s advisory board.

Noel represents clients in a broad array of civil and criminal litigation, challenges to federal and state laws and regulations, and government investigations and enforcement actions. The matters he handles often have significant public policy implications. As the 47th Solicitor General of the United States and in private practice, Noel has argued some of the most important cases before the U.S. Supreme Court that implicate presidential powers, regulatory authority, and economic liberties. He served President George W. Bush as an Associate Counsel, was Deputy Assistant Attorney General in the Justice Department’s Office of Legal Counsel, and clerked for Justice Antonin Scalia and Fourth Circuit Judge J. Michael Luttig.

“There are very few attorneys who have the depth and breadth of experience in the public and private sectors as Noel Francisco,” said WLF General Counsel and Vice President of Litigation, Cory Andrews. “His practice focuses not only on matters of broad doctrinal importance, but also on the legal minutia that can determine the outcome of business litigation. His guidance will strengthen WLF’s amicus and other advocacy substantially in those areas,” Andrews added.
