The past year featured significant activity on environmental justice, including a new Executive Order, a new Justice Department office, finalized rules for New Jersey’s law, and a flurry of other actions at the state level. Proponents in and outside of government also encountered increasing resistance, including from regulators in some states, such as Louisiana. With a national election looming, this year could be a pivotal one for the future of environmental justice. Our speakers will review key developments from 2023 and forecast what regulated entities and other stakeholders should watch for in 2024.

Hilary T. Jacobs

Hilary is an Principal in the Washington, DC office of Beveridge & Diamond PC. She maintains a general environmental litigation and regulatory practice, working with clients nationwide across industrial sectors. Hilary holds an undergraduate degree in Environmental Studies and worked in the University of Maryland Environmental Law Clinic. She serves as the Deputy of the Environmental Justice practice group.

Lauren M. Karam

Lauren is an Associate in the Boston, MA office of Beveridge & Diamond PC. She has represented clients in major Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) cost recovery actions and has advised clients on compliance audits and making self-disclosures to EPA and state agencies. She also advises clients on Clean Air Act (CAA) regulatory programs, state and federal regulation of hydrofluorocarbons (HFCs), and environmental justice policies. Prior to joining the firm, Lauren served as Counsel in the Massachusetts Department of Environmental Protection (MassDEP) Office of General Counsel in Boston, MA, where she focused on climate policy, air permit litigation, and enforcement matters.
